Provisional school organisation for 2025/2026 presented

1.    Approval of the agenda

3.    Primary education

Tessy Loutsch, chair of the School Committee, explains the provisional school organisation to the Councillors: in early education, around 20 children will be enrolled next school year, while 13 children are expected for the first year of preschool (‘Spillschoul’) and 20 for the second year. These 33 children will be divided into two classes.

The Cycle 1 timetable will be adjusted: lessons will take place in the morning from 07.50 to 11.40, followed by a lunch break before resuming at 14.00 until 15.45.

For Cycles 2 to 4, the schedule has also been slightly modified: the 10.00 break now lasts 20 minutes (instead of 15 minutes previously) and morning classes end at 12.05 (instead of 12.00). Afternoon classes begin at 14.00 (instead of 13.45 p.m.) and end at 15.45.

Mayor Lou Linster adds that the Municipal Executive Committee agrees with the School Committee’s request to eliminate the afternoon break on Mondays, Wednesdays and Fridays starting in the 2025/2026 school year. In April 2026, an opinion poll will be conducted among parents based on their experience with this new arrangement. Consultations will then be held with the school management, the school board and the Municipal Council to determine the course of action for the 2026/2027 school year.

Councillor Marcel Jakobs enquires about the composition of language teaching groups for the relevant classes in the 1st and 3rd years. Tessy Loutsch explains that when dividing pupils into groups, care is taken to ensure that boys and girls, as well as stronger and weaker pupils, are represented in a balanced way and that no one is disadvantaged. For the time being, the division is mainly used to prepare the teaching staff for future parallel literacy teaching in French and German. This will work as follows: one group will master one of the two languages orally and learn to read and write the other. In Year 3, it will be the other way round and, from Year 4 onwards, the curriculum will be the same for everyone. For the time being, nothing will change for the children, emphasises the chair of the School Committee.

The provisional school organisation for 2025/2026, the framework plan for extracurricular activities (PEP) for 2025/2026 and the school transport organisation for 2025/2026 are unanimously approved.

 

4.     Municipal development, affordable housing

Waiver of the creation of affordable housing which would revert to the Municipality of Leudelange by implementing the New District “CENTRE 02a” SDP at the “Geierbierg”.

Mayor Lou Linster points out that the “Geierbierg” special development plan (SDP) is currently in progress. Of the 62 homes planned for this site, he continues, 16 will meet the criteria for “affordable housing”, i.e. approximately 25%. Article 29bis of the Housing Pact stipulates that, for land located within the residential perimeter before 18 February 2022 (which is the case here), and for SDPs comprising more than 25 dwellings, at least 15% of the gross floor area must be devoted to affordable housing. For the “Geierbierg” project, this would represent approximately 1,800 m². However, by virtue of negotiations during the development of the SDP, the Municipality has managed to increase this minimum to 2,300 m².

As the Municipality is already creating affordable housing as part of the “Shared Space” project on the Place du Lavoir (9 units), the Rue de la Montée (6 units) and at “Al Epicerie” (6 units), the College of the Mayor and Aldermen is proposing to Councillors that all future SDP housing units be transferred to the State, which will then manage them. Discussions have already taken place on this subject with the public affordable housing developer SNHBM (National Affordable Homes Company). However, it will ultimately be the State which decides whether these homes will be entrusted to this organisation or to the Housing Fund.

Councillor Patrick Calmus believes it is important for the Municipality to create affordable housing.

In response to a question from Councillor Marcel Jakobs, the Mayor clarifies that the State will become the owner of these homes. The decision to sell or rent them will also be made by the State. In the event of a sale, a 99-year lease will apply, which may be extended by approximately 20 years. After this period, the homes will revert to the State. “No one can say what the situation will be in 2124,” added the mayor, “but theoretically, Leudelange could then negotiate a buyback with the State.” For the time being, the proposed procedure remains the most advantageous for the Municipality.

All the Councillors agree with this municipal plan.

 

5.    Correspondence, questions to the College of the Mayor and Aldermen

Councillor Patrick Calmus enquires about changes to road signage at junctions where there is poor visibility. Mayor Lou Linster acknowledges that this is indeed a difficult problem to solve and cites the signage at the Rue de Roedgen/Rue de la Gare junction as an example. As these are national roads, obtaining the necessary authorisations in such cases involves a lengthy process. Councillor Calmus responds that he considers this to be scandalous. In his view, the changes required are not major alterations, but simply a matter of moving a few signs.

Councillor Nathalie Entringer reports two faulty street lamps in the Rue de la Forêt. These will be repaired shortly, assures Deputy Mayor Vanessa Demoling-Baldassarri. Municipal officer Marc Schmit, from the Municipality’s technical department, who is also present, confirms this and points out that faulty lamps are regularly repaired as part of monthly checks.
