1.    Approval of the agenda

The agenda is approved.

2.    Communications from the College of the Mayor and Aldermen

Items 1 and 2 on the agenda are considered together.

Mayor Lou Linster opens the meeting by informing the Municipal Council that Councillor Jean-Pierre Roemen has officially resigned from his post as Councillor for professional reasons. He will, however, continue to sit on the Municipal Council. Lou Linster thanks Jean-Pierre Roemen for the three years he had served as Councillor and for his commitment to the Municipality.

The Mayor then explains that this resignation makes it necessary to add item 8, entitled “Proposal for the appointment of a new Alderman”, to the agenda. The Municipal Council is therefore called upon to propose, in a public sitting, a new candidate for the post of Alderman.

All the Councillors who are present agree to the amended agenda.

Lou Linster announces that the new forestry shed will be officially opened on 30 June.

The Mayor then draws attention to the Neighbours’ Day celebration, which will take place on the evening of 22 May in Leudelange. He stresses that the Council is making equipment such as benches and tents available to residents for the many neighbourhood gatherings organised in the Municipality.

The “Night of Sport” will take place on 6 June at the Scouts’ Hut in Schwengsweed. Shortly afterwards, on 12 June, the “School Cup” will take place. Councillor Vanessa Baldassarri explains that, due to the ongoing roadworks, fewer marshals will be needed along the route, as some sections are covered several times, meaning that just one person per checkpoint will suffice.

On 13 June, Leudelange Town Council will be organising the “Fête de la Musique” for the first time, in collaboration with Leidelenger Musek and the regional music school. The flea market (“Hobby-a Floumaart”) will also take place on the same day.

The Mayor also informs the Municipal Council that work to replace the flooring in the sports hall is scheduled to begin on 24 June.

Councillor Patrick Calmus asks about the timetable for the works in view of the start of the 2026/2027 school year. Mayor Lou Linster explains that three weeks have been allocated for the work and that a further two weeks have been set aside as a safety margin.

Alderwoman Vanessa Baldassarri welcomes the choice of this timeframe for the work. The summer break will thus be used to best effect, which will, in the best-case scenario, allow the sports hall to be back in use by the start of the new school year.

However, the flooring in the table tennis hall will not be replaced as the hall is currently used for darts.

3.    Application or housing development

The application provides for the division of the parcel of land into three lots intended for the construction of three detached houses. The building numbered 4, which has since been demolished, no longer complied with current regulations regarding setbacks from property boundaries due to its age. Whilst a minimum distance of three metres, or 2.5 metres respectively, from the neighbouring plot is now required, the actual distance was, in some places, only around 20 centimetres.

The new plan now provides for a layout that maintains a distance of 2.5 metres from the neighbouring plot. In future, a distance of 2.7 metres will separate the two buildings.

All members of the Municipal Council who are present agree to the proposed subdivision.

4.   Decision of the Municipal Council on applications for pre-emption

The Municipal Council has decided not to exercise its right of pre-emption in respect of two parcels of land situated on the Rue des Roses and the Rue de la Forêt respectively.

5.  Election of a delegate to represent the local authorities in the SOUTH zone on the CGDIS Board of Directors

Proposal of candidate (closed session)

The Municipal Council is not putting forward any candidates to represent the southern area’s municipalities on the CGDIS board of directors.

6.    Teaching staff appointments on the first MENJE list

a) Post cycles 2 to 4, 100% basis (closed session)

The Municipal Council appoints Mr Laurent Styr to a permanent post in cycles 2 to 4 on a full-time basis, in accordance with the first list issued by the Ministry of National Education, Children and Youth (MENJE).

b)   Post cycles 2 to 4, 100% basis for the school year 2026-2027 (closed session)

The Municipal Council is not nominating any candidates for the temporary post for the 2026–2027 school year in cycles 2 to 4, on a 100 per cent basis, in accordance with the first MENJE list.

7.    Staff matters

Request for resignation of an official

The Municipal Council has accepted the resignation of Ms Ihry, an official in the municipal secretariat.

8.  Proposal appointment of a new Alderman

The Municipal Council has unanimously proposed Mr Patrick Calmus as the new Deputy Mayor of the Municipality of Leudelange.
