1. Approval of the agenda
Approval
Item 17 (motion to bring legal action against the Administrative Court in connection with the 2022 and 2023 property tax files) is added to the agenda. All Councillors approve the amended agenda.
2. Announcements from the Mayor and Aldermen
A few months ago, the company Soler contacted the municipality to explore the possibility of installing a wind turbine in Leudelange. The municipality responded positively to this initiative. The original plan was to erect the turbine behind the SIDOR site, but this location proved unsuitable due to its position in the airport’s flight path. Two new potential sites were then identified in the « Groussgewännchen » area, on the border with the municipality of Reckange/Mess. Both sites will be investigated from March onwards. However, only one wind turbine can be erected, as the two potential sites would interfere with each other due to lack of space. The College will keep all parties involved informed about the progress of the project. The Mayor then reminds everyone of upcoming events within the municipality, such as World Men’s Day on 14 November, the « Kleeschen » on 21 November and Orange Week, which starts on 25 November.
3. Forest management plan, activity year 2026
As every year, the forest management plan for 2026 sets out the priorities in the areas of nature conservation, sustainable forest use and the organisation of forestry work. This also includes the associated financial aspects. The planned expenditure amounts to €150,000 for forestry personnel and €75,000 for external services, totalling €225,000. Revenue from timber sales is estimated at €42,000, supplemented by €2,000 in subsidies. A reduced timber harvest is planned for 2026, with an expected felling volume of 45 m³ of valuable timber and 200 m³ of industrial timber. Awareness-raising and educational measures are also planned, including Tree Day and various educational activities in cooperation with school classes in the spring. In addition, there is the regular maintenance of signage, barriers and fire pits, as well as the manufacture and maintenance of benches made from local wood, which need to be replaced when necessary. In the « Gaalgebësch », the playground facilities are in such poor condition that they need to be completely renovated. The municipality will provide the wood for this and will also carry out the work.
In terms of logistics, a one-off cost for the installation of the new forest workshop is included in the budget for 2026. Mayor Lou Linster adds that although there are plans to use local wood for the new building on the Place du Lavoir, this is no easy task. The expertise required for processing, which was available decades ago, has since been lost nationwide. The forest management plan for 2026 is approved by all Councillors.
4. SICONA Southwest – Approval of the 2026 programme
Another item on the agenda is SICONA Southwest’s 2026 activity programme for the municipality of Leudelange. The speaker is SICONA representative Fernand Klopp: as part of the major « Baaklesweieren » project (on the CR169 between Leudelange and Steinbrücken), two dams and the pond at this location were redesigned under SICONA’s supervision. Over the course of the next year, a pond is to be created on land acquired by the municipality in the « Klenggewännchen » (near Roedgen). Trees are also to be planted here, and flood protection measures installed. In addition, holes in the ground are to serve as shelters for the amphibious pond fauna. On the opposite side of the road, which is privately owned, a pond has also been created and the stream there has been renaturalised. The plan is to create an additional, larger pond here over the course of the next year. Part of this land is to be grazed by sheep. A shelter is to be set up for them, but approval for this is still pending.
Further plans include the creation of a pond near the « Am Bann » industrial zone and the creation of a « banque écologique » with 500 hedge plants and 5 fruit trees at a location called « A Berend » south of the motorway.
In her capacity as President of the Nature Pact Commission, Councillor Nathalie Entringer congratulates both SICONA and the commission members for the rapid implementation of all plans. The Councillor also thanks the municipal workers for their energetic efforts in implementing nature conservation facilities within the village.
The SICONA Southwest programme for 2026 is unanimously approved.
5. Acceptance of a preliminary sales agreement

The Municipal Council approved the preliminary sales agreement for plot 858/7448. This plot consists of a footpath and road area. The purchase price is 500 euros per are for an area of 0.4 ares. The preliminary sales agreement was unanimously approved by the Municipal Council.
6. Acceptance of a notarial deed Approval of a notarial deed with the « Kierchefong », several plots
Leudelange is purchasing 20 plots with a total area of almost 8 hectares from the « Kierchefong » at a price of 650 euros/are; the total purchase price amounts to 511,693 euros. According to Mayor Lou Linster, the acquisition of these plots will benefit the municipality in its future flood protection efforts, in its cooperation with SICONA and also with regard to the expansion of municipal forest areas.
7. Regulations concerning buildings, public roads and locations in the municipality of Leudelange
Amendment to the regulations
Mayor Linster explains that the Ministry of the Interior is currently working with five municipalities and other stakeholders on a revision of the building regulations. They wanted to wait for this but were unable to avoid making a few minor changes to the existing regulations in the meantime. Another change concerns bicycle parking spaces, which in future will no longer have to be located at the front of a building but must still be easily accessible. Finally, the requirement that flats must have another orientation in addition to a north-facing one will also be dropped. According to Lou Linster, this will only apply in future to residential units larger than 55 square metres.
All Councillors agree to the amended regulations.
8. Social housing 17 to 21, Rue de la Montée

By way of introduction, Mayor Lou Linster reminded those present that this project had been discussed in two working meetings with the Municipal Council. The Councillors ‘ suggestions at the time had been taken on board: the flats were originally intended to be sold, but it was decided in the meetings that they would be rented out instead. The bedrooms had also been optimised in terms of space. Patrick Siebenaler from the architectural firm BSARC informs the Councillors about the details of the construction project: The plot of land belonging to the municipality on Rue de la Monté covers 8.75 acres. The aim was to accommodate as much as possible on this site. Three two family houses are planned, with one parking space per apartment, and the parking spaces will be located in front of the building. The size of the apartments has been agreed with the Ministry of Housing. The focus was on apartments with different designs, some of which have a garden with a terrace. The buildings will be heated with heat pumps, and their green roofs will be equipped with photovoltaics. The gross built-up area is 1,120 square metres and the construction costs will amount to around 5.5 million euros, of which almost 5 million euros is expected to be covered by state subsidies.
The Mayor notes that the cost to the municipality, including the purchase of the land at a price of €1.6 million, will therefore amount to around €2.1 million. He adds that the flats are large in direct comparison to other construction projects in the municipality and that the municipality will thus be able to offer the entire range of affordable rental accommodation in future, from studios to 5- room flats. Planning began in February and has been running smoothly ever since. A 13 kilowatt peak (kWP) photovoltaic system is planned to enhance the building’s energy autonomy. The building will comply with ABA energy efficiency standards.According to Councillor Patrick, this project is welcome news. It is a good investment that is entirely in the interests of the municipality. Councillor Nathalie Entringer agrees with this opinion and thanks everyone involved. The application listed under item 8. B) stipulates that the plot will be divided into three sections. Both the final preliminary project and the associated application for housing construction are unanimously accepted.
9. Photovoltaic installations on municipal buildings

According to Mayor Linster, the concept that has now been developed will result in a total output of 454 kWp. The total cost amounts to 884,000.48 euros. In addition to the cultural and club building, the community centre, the old school, the roof of the pétanque court, the scout chalet, the new forestry hall and parts of the new water tower will also be equipped with photovoltaics. As president of the Climate Pact Commission, Councillor Patrick Calmus welcomes the installation of photovoltaic systems on municipal buildings. He admits that the planning was undoubtedly challenging but says that the municipality is on the right track and, above all, setting a good example. The municipality can use or sell the solar power generated. In the near future, there may also be an opportunity to form an energy community, in which all municipal buildings within a radius of 300 metres would be connected. This would enable a building that needs more electricity at short notice to obtain it from another building. At present, the radius of action of such a community is still limited by law to 100 metres, but this is likely to change. It is interesting to note that this model eliminates grid costs. The cost estimate is unanimously approved.
10. Correspondence, questions to the College of Mayor and Aldermen
Mayor Lou Linster introduces Mr Charel Thillen to the Councillors who is joining the municipality as communications officer. The Mayor also announces that work on the shared space will begin as planned in the spring of next year. In response to a question posed by Patrick Calmus at the previous meeting regarding the reactions to the noise protection survey to date, Municipal Secretary Marc Thill informs the Council that the responsible ministry will publish the collected results of the survey in the second quarter. Councillor Nathalie Entringer drew attention to a bench in Rue du Cimetière that had fallen apart. She asked whether this might be related to the work that was about to begin there. The Mayor promised to look into the matter. Councillor Patrick Calmus mentions an illegal shortcut that some motorists have created in Schmiseleck due to the road closures there. The municipal authorities intend to bring this to the attention of the police.
