1.                  Approval of the agenda

The agenda is unanimously approved.

2.                  Communications from the College of the Mayor and Aldermen

Mayor Lou Linster informs the Municipal Council of several ongoing projects.

For the “Geierbierg” project, authorisation has been granted for specific amendments to the General Development Plan (GDP) and the Special Development Plan (SDP). Similarly, the specific amendments to the GDP and the SDP ND for the area known as the “Place du Lavoir”, as well as the corresponding special development plan, have been approved by the Minister. Construction work on the “Um Wäschbuer” building is therefore expected to begin in September.

Work on the Rue de la Montée is progressing according to schedule. The Municipality is taking care to minimise disruption to local residents as much as possible. From 16 March, the terminus for school bus routes will be moved to the Place du Lavoir.

On 19 March, Ralph Pletsch will open a pop-up bistro (“K.zwee”) at 1A Rue de Cessange. The restaurant “Chiche” was previously located there. Ultimately, plans are in place for a multi-generational housing project. Discussions are currently underway with the ITM and the CGDIS, as well as with the SNJ regarding funding. Tenders are being prepared and work is scheduled to begin after the municipal holidays.

The second phase of the “Shared Space” project will begin on 23 March. The first phase runs from the Chemin des Sports, via the Rue Eich, to the Place des Martyrs. During the works, the school playground will only be accessible via the Rue du Lavoir. The works are expected to take around one and a half years and will then continue towards the Rue de Cessange and the Rue du Lavoir.

The Ruffbus service will be renewed from 1 April in collaboration with Vandivinit and will now be free of charge. The contract has been signed for a period of three years, at a total cost of approximately € 440,000. The service will be exclusively dedicated to the Municipality of Leudelange.

On 6 March 2026, a street was named after a woman for the first time (“Rue Hélène Entenich-Wivenes”). Meanwhile, the “Affichons l’égalité” campaign is currently still underway.

3.                  Multi-year funding plan MFP 2026

Mayor Lou Linster presents the 2026 multi-year financing plan (MFP). No vote is scheduled.

The plan covers the Municipality’s main projects up to 2029, notably the “Shared Space” project and the redevelopment of the Rue de la Montée. According to forecasts, the ordinary surplus is expected to reach around € 6.7 million by 2029.

At the same time, borrowing is planned under extraordinary revenue: € 17 million in 2026, € 13 million in 2027 and € 10 million in 2028. Extraordinary expenditure amounts to approximately € 31 million in 2026, due to the numerous projects planned. For 2027, it is provisionally estimated at € 29 million.

The debt ratio — defined as the ratio of financial expenditure to ordinary revenue — is projected to rise from the current 5.4% to around 12.9% by 2029, whilst remaining well below the statutory limit of 20%. These projections are also linked to the Municipality’s demographic trends, with the population expected to reach around 2,800 by 2029.

In this regard, the Mayor mentions the creation of new housing, particularly as part of the “Wäschbuer” project. Councillor Denise Copette points out that the “carry-over balance” for 2027, of around € 15,000, seems relatively low to her and calls for caution. The Mayor assures her that this aspect will be taken into account when drawing up the 2027 budget

4.                  Municipal finances, loan of € 5 million

The Municipal Council has decided to take out a loan of € 5 million.

The funds will be used, in particular, to finance ongoing projects, such as on Rue de la Montée, the “Shared Space” scheme, the refurbishment of the Cultural and Community Centre, and the forestry hall (“Bëschhal”).

The loan is taken out for a term of 20 years, with a fixed interest rate for the first ten years. The Mayor explains that this decision is based on the recommendation of the Finance Committee.

Councillor Denise Copette proposes analysis and comparison of the various offers and scenarios once again in order to identify the optimal financing solution. It is also suggested that a fixed rate over the entire term could offer additional security.

The Municipal Council unanimously approves the loan

5.                Agreement on childcare and early years services (Day Care Centre)

The item is presented by Councillor Vanessa Baldassarri. The tripartite agreement for the Day Care Centre between the Municipality of Leudelange, the Luxembourg Red Cross and the Ministry of National Education, Children and Youth (MENJE) is approved.

In particular, this agreement sets out the financial arrangements and contributions relating to the running of the Day Care Centre. The Ministry’s “Screen Life Balance” initiative is continuing. In addition, the “Zesummen aktiv” concept is being introduced, aimed at strengthening children’s social skills and well-being, both during indoor and outdoor activities.

At this stage, this is a cost estimate for the year 2026.

During the discussions, in response to a question from Councillor Marcel Jakobs, Councillor Vanessa Baldassarri explains that LASEP’s activities are also covered by this agreement. She points out that an information session had been organised two years ago, which helped to increase participation rates. The scheme enabling children to take part in sports activities during the lunch break is working well in Leudelange and is based on collaboration between teaching staff and the Day Care Centre.

The Day Care Centre’s annual accounts for 2024 are also presented. Actual costs amount to approximately € 1.83 million, 75% of which is funded by the State (MENJE) and 25% by the Municipality.

The agreement and the accounts are approved unanimously.

6.                  Agreement on childcare and early years services (Youth Centre)

Alderman Jean-Pierre Roemen informs the Municipal Council that the agreement between the Municipality, the MENJE and the Inter-Actions organisation has been finalised. The Municipality will cover 50% of the costs. The agreement sets out the operating costs of the youth centre.

The agreement is unanimously approved.

7.                  Approval of an estimate

The Municipal Council has approved a budget for the implementation of traffic-calming measures at the entrance to Leudelange, specifically on the Rue d’Esch (N4).

The project, drawn up by the firm LSC 360, involves the construction of a central traffic island on the Rue d’Esch. This measure, which was included in the election manifesto, aims to reduce speed, improve safety and enhance the appearance of the town’s entrance.

As the project has progressed, Luxtram SA has indicated that, according to the most recent tram network plans, bus traffic will no longer pass through the Rue d’Esch. Initially, only a modal filter (bollards) preventing the passage of cars and heavy goods vehicles was envisaged.

The bus terminus will be moved to Foetz, which means that eventually there will be no more bus traffic on the Rue d’Esch. In the long term (5 to 6 years), this road could become a dead-end.

The cost of the project amounts to approximately € 303,000 including VAT, with a contingency reserve. Environmental studies have been carried out and planning permission has been applied for. Some trees will need to be felled, with replanting planned elsewhere.

The Mayor emphasises that this project has been prioritised in particular because no land acquisition is required, unlike other projects still under negotiation.

The estimate is unanimously approved.

8.                  Approval of several sale agreements

The Municipal Council has approved several preliminary sale agreements relating to the acquisition of land.

Forest plot number 1900/0, situated in the locality known as “Sprankels”, covering an area of 22 ares, has been acquired for € 6,200. In addition, parcel number 192/7082, situated on the Rue Gruefwiss, covering an area of 36 centiares and classified as zone HAB-1, is acquired for € 30,000.

An agricultural parcel number 1913/0, with an area of 21.6 ares, has been acquired at a price of € 1,000 per are. In addition, parcel number 468/4532, with an area of 52.15 ares, has also been acquired. The total area of the two parcels amounts to 73.75 ares for a total sum of € 73,750. The second plot is situated along the Rue d’Esch.

Finally, parcel number 243/5105, situated in the locality known as “Moschfeld”, has been acquired as a part of flood protection measures. The price is set at € 850 per are, amounting to a total of € 22,780.

The preliminary agreements are put to the vote separately and unanimously approved.

9.                  Approval of several notarised deeds

The relevant preliminary agreements were signed in February 2025 and approved by the Municipal Council in July 2025. Due to ongoing surveying work, the deeds of sale could only be finalised recently and are now awaiting approval.

Deed 9a concerns a parcel of land as part of the “Wäschbuer” project. The exchange involves 4.5 ares in exchange for 4.5 ares located on the Rue du Cimetière. The Mayor points out that the land being transferred is a meadow and not a road. The parcel acquired is already included in the “Place du Lavoir” development plan.

Deed 9b concerns several parcels of land required for infrastructure projects, notably flood protection, traffic calming measures and the “rapid tram” project. The Municipality is paying a cash adjustment of € 1.75 million, linked to the partial exchange of agricultural land for building land.

Deed 9c relates exclusively to flood protection. The Municipality is acquiring the parcel for € 292,950. The Mayor states that this deed is linked to the one mentioned in item d).

Deed 9d also concerns the “rapid tram” project as well as cycling facilities. The land is linked to other projects, notably on the Rue Fronzel, as well as to infrastructure such as a pedestrian crossing and a central island in the Rue de Luxembourg. The value of the plots amounts to € 179,557.

All the deeds are approved separately and unanimously.

10.        Approval of an agreement relating to the Rue de la Montée construction project

The Municipal Council has approved an agreement regarding the temporary occupation of a parcel of land in connection with the construction works on Rue de la Montée.

The area in question is required for the setting up and organisation of the construction site. An agreement has been reached with the tenant, and the Council will pay compensation of € 3,000 for the use of the land.

This occupation is essential to ensure the smooth running of the works.

The agreement is unanimously approved.

11.              Procedure for the listing of the INPA, 14 Rue de Cessange

Within the framework of the listing procedure conducted by the INPA concerning the property located at 14 Rue de Cessange, a notice has been submitted to the Municipal Council.

The Mayor explains that this is a farmhouse the architectural style of which has, until now, been protected at municipal level. However, as part of the specific amendment to the SDP for the locality known as “Bommert’, the municipal protection of the west wing must be lifted.

The Minister for Culture, Eric Thill, has informed the Municipality that national listing is being considered and has sought the opinion of the Municipal Council.

The Municipal Council issues a favourable opinion on the listing, subject to the following conditions:

·       the planned access to the “Bommert” SDP via the barn door must be maintained

·       the west wing, which has no heritage value, must not be listed

·       the rear outbuildings, which also have no historical value, must not be listed

The opinion was unanimously adopted.

12.              Gourmet market

This item is presented by Councillor Vanessa Baldassarri.

She looks back on the first edition of the “Gourmet Walk”, organised the previous year in collaboration with local associations and attended by over 100 participants. Prices had been deliberately set at a low level (€ 25 including a meal and a drink), as it was the first edition.

For the next edition, the prices have been adjusted as follows:

·       0–5 years: free

·       6–17 years: € 25

·       18 years and over: € 40

The possibility of card payments will also be assessed.

During the discussion, Councillor Marcel Jakobs stresses that a price of € 40 implies a corresponding standard of service. The Alderwoman explains that the package includes a full menu, from starter to dessert, with the option of second helpings.

Councillor Patrick Calmus expresses reservations about unlimited drinks, fearing queuing times. The Alderwoman is open to introducing a limit.

Councillor Sandrine Pompidou supports the new pricing, believing it remains below market prices whilst being commensurate with the quality offered.

The Municipal Council unanimously approves the new prices.

13.              Graffiti competition rules

A graffiti competition is being organised for young artists aged between 16 and 30. Entries can be submitted from 2 March until the end of April.

The winning design will be created in the school playground, near the mouse mural by the artist Alain Welter, with a view to enhancing this space.

The prizes are as follows:

·                1st prize: € 1,500

·                2nd prize: € 800

·                3rd prize: € 300

The costs of creating the selected artwork will also be covered by the Municipal Council.

The jury consists of six members: three representatives from the Municipal Council, two members of an advisory committee and a representative from the public relations department.

The regulations are unanimously approved.

14. Temporary road traffic regulation for the Rue de la Montée

The Mayor presents the temporary road traffic regulation relating to the works on the Rue de la Montée.

The areas affected include the Rue de la Montée, the Rue du Cimetière, the Rue des Prés, the Rue Fronzel and the access road to the Domaine Op Hals.

Depending on the progress of the works, certain streets will be temporarily closed in both directions. The measures will be adapted to suit the worksite and the public will be kept regularly informed.

During the discussion, Councillor Patrick Calmus raises residents’ concerns regarding the possible temporary opening of a footpath to traffic.

The Mayor clarifies that this option had been considered but abandoned. Instead, a temporary access route will be created on leased land to maintain access to the Op Hals estate. A temporary road has also been established between the Rue Fronzel and the cemetery.

The temporary regulation is unanimously approved.

15.              Correspondence, questions to the College of the Mayor and Aldermen

During the question and answer session with the College of the Mayor and Aldermen, Councillor Patrick Calmus raises concerns about the felling of a large tree in front of the new bus depot. No response is available at the time of the meeting.

Councillor Sandrine Pompidou mentions a perceived rise in thefts and burglaries in the Municipality and enquires about preventive measures.

The Mayor states that no significant increase had been observed in the figures, whilst emphasising that every incident remains regrettable.

There are plans to step up communication on security issues, particularly via the Municipality’s website. Councillor Marcel Jakobs proposes organising an information meeting with the police. Deputy Mayor Vanessa Baldassarri states that various preventive measures have been considered and could be incorporated into future municipal events.

16. Municipal consultative committees (in closed session)

In a closed session, the Municipal Council appoints three new members of the Sport and Leisure Committee: Sally Schroeder, Gilles Karels and Paco Ramirez.
