1. Approval of the agenda

The agenda is unanimously approved.

 

2. Communications from the College of the Mayor and Aldermen

Mayor Lou Linster informs Councillors that the inauguration of the redesigned Rue Pëssendall will take place on 26 June at 18.00. On this occasion, the pétanque court with its illuminated shelter and bicycle wash will also be inaugurated. The community garden will be inaugurated on 4 July, also at 18.00. The garden shed and fence will be completed by then and a motivated team is ready to take care of it.

 

3. Definitive amendment to a road traffic regulation

Rue de la Montée, reduction of the maximum parking period

According to the Mayor, traffic regulations must be amended whenever necessary, as promised in the current Aldermen’s team election programme. This is what we are doing in this case. Given that the parking spaces in the Rue de la Montée are attracting more and more cars for long-term parking due to their proximity to the business park, the maximum parking period there will be reduced from

five to two hours. Parking enforcement will now be carried out more strictly throughout the Municipality.

Councillor Marcel Jakobs asks how many parking spaces are affected. The Mayor replies that there are around 25 spaces, most of which are currently occupied.

All Councillors approve the amendment to the traffic regulation.

 

4. Ad hoc amendment to the GDP

Amendment to the GDP at the “Geierbierg, approval

Mayor Lou Linster provides Municipal Councillors with detailed information on the planned amendment to the General Development Plan (GDP):

The central element of this amendment is that two-thirds of the land designated for the Geierbierg housing development will be reclassified from “Hab1” to “Hab2”. Landowners who did not wish to participate in the project will remain in “Hab1”, but may be included at a later date if they change their minds. The project was developed by the developer and the CO3 office on behalf of the Municipality.

Sixty-two homes will be built on the Geierbierg site, including 14 single-family homes and one two-family home. All the others will be apartment buildings, which justifies the amendment: the housing density will increase from 25 to 38.5 homes per hectare. With the entry into force of Article 29bis of the Housing Pact 2.0, this coefficient will increase by a further 10%, bringing the housing density to around 42.35, according to the Mayor.

This amendment to the Partial Development Plan (PDP) will significantly increase the number of affordable homes, as it will allow for construction on a larger area. Of the 62 housing units, 16 will be affordable homes, representing approximately 19% of the gross floor area and more than 25% of the total number of new homes.

The changes made to the partial Geierbierg PDP will be included in the written section of the GDP and, according to Lou Linster, will benefit any future PDPs. As a result, it is now planned that parking spaces will not necessarily have to be located on the construction site itself. However, this new regulation will not apply to “existing neighbourhoods”.

In addition, the distribution key for parking spaces will be adjusted across the board. For dwellings with a floor area of 55 square metres or less, there will now be only one parking space per dwelling unit, instead of two as was previously the case..

For affordable housing with a floor area of less than 55 square metres, it will not be mandatory to provide a parking space. For affordable housing with a floor area of more than 55 square metres, at least one parking space must be provided. In general, the State will only subsidise one parking space per affordable dwelling.

For office buildings, the minimum number of parking spaces required will also be reduced. From now on, it will be mandatory to provide at least one parking space for every 90 square metres of floor

space (compared to 75 previously) and a maximum of one parking space for every 75 square metres of floor space (compared to 55 previously).

For medical practices, the new regulations provide for one parking space/practice per 20 square metres of floor space.

It will be possible to derogate from these rules in “new neighbourhoods” if a mobility concept is presented and approved by the Municipal Council. This must be specified in the written part of the corresponding PDP. Derogations may also be granted for social housing, youth housing and student housing, with the agreement of the Mayor.

The amendment also provides for a significant increase in the number of bicycle parking spaces. With regard to housing projects, all dwellings with a floor area of less than 55 square metres must have at least one bicycle parking space per dwelling unit and two spaces per unit for a floor area of more than 55 square metres. Exemptions from this rule may be granted with the Mayor’s approval in the case of social housing.

Councillor Philippe Wilmes thanks Mayor Lou Linster for his explanations and describes the amendment as very interesting and positive.

Councillor Sandrine Pompidou agrees with this opinion and stresses that it is essential to ensure compliance with the traffic and parking regulations in force during and after implementation. She notes that some cars were currently parking even in private driveways, which is causing concern among many residents.

Mayor Linster announces that an information meeting for citizens on the temporary amendment to the GDP will be held on 7 May. This will be followed by another meeting on the Partial Development Plan (PDP) for the Geierbierg.

Councillor Marcel Jakobs wants to know whether the new buildings will all be located within the construction perimeter. Lou Linster replies that this is the case in the latest GDP reform.

Councillor Jakobs enquires about the eligibility criteria for affordable housing. These are set by law in the same way for the whole of the Grand Duchy, the Mayor points out. However, the legislator has provided for a certain margin of discretion for municipalities in drawing up priority lists in future.

Councillor Jakobs notes that the new buildings would be located not far from the planned care home. He hopes that this will not affect the view of the future residents of the care home. Mayor Linster reassures him that the care home will be much taller than the Geierbierg building and that there is therefore no cause for concern.

All the Councillors agree to the minor amendment to the General Development Plan.

 

5. Approval of several notarised deeds

Two sale agreements are being presented to Municipal Councillors as part of the planned construction of the “A Bowent” cycle path. The corresponding sales agreements have already been

approved at previous Municipal Council meetings. These are redefined plots of land, with the Municipality only purchasing the portion required for the construction of the cycle path. The first plot has an area of 3.82 ares and will cost the Municipality € 7,640; the second, with an area of 10 centiares, is being purchased for € 200.

Both agreements are unanimously approved.

 

6. Rue de la Montée construction site, availability agreement

The agreement concerns a parcel of land which the Municipality needs for a construction site. The owner of the parcel, whom Mayor Linster thanks for his cooperation, will receive compensation of € 125 per year for three years, which will be increased to € 500 if a fourth year is necessary.

The agreement is unanimously approved.

 

7. Approval of an agreement with the company ATIK A S.à r.l.

Agreement for the performance of infrastructure works and free transfer

The agreement concerns the extension of the Rue du Château d’Eau, which has already been largely completed and was necessary due to the new buildings constructed there. The street is being transferred to the Municipality free of charge.

The agreement is unanimously approved.

 

8. SICONA agreement, OLLINGER pond project

Approval

According to Alderwoman Nathalie Entringer, there is already a pond on land owned by Mr Ollinger. He has asked the Municipality to create a second pond. There are also plans to create a nature-friendly meadow. To protect the fruit trees from sheep grazing, special wildlife protection devices have been installed on the copses.

The total cost of these measures amounts to € 87,000, but will be partially offset by State subsidies.

The agreement is unanimously approved.

 

9. Appointments to the Board of Directors of SYCOSAL

Proposal of two representatives of the Municipality of Leudelange

Leudelange is now a full member of the SYCOSAL intermunicipal association, Mayor Lou Linster announces to Councillors, proposing that Alderwoman Vanessa Demoling-Baldassarri and Councillor

Marcel Jakobs be appointed as the Municipality’s representatives on the association’s board of directors.

This proposal is unanimously approved.

 

10. Budget amendments

With the newly-created budget items, funds are being made available to finance the operating costs of the underground car park at the “An der Eech” cultural and community centre (€ 11,000), the underground car park at the “Faarwekëscht” school (€ 12,000), the maintenance of parking meters in the business park (€ 23,000) and the maintenance and repairs of the workshop on the Rue du Château d’Eau (€ 8,000), where, according to the Mayor, € 60,000 have already been spent this year to repair faulty installations. Lou Linster also points out that paid parking was introduced to enable the Municipality to recover VAT and thus reduce construction costs.

All the Councillors agree with the new budget items created.

 

11. Student positions

Creation of positions, setting the 2025 contingent

The number of student vacancies has been reduced from 15 to 10. This decision was taken after consultation with municipal staff to ensure that young people are sufficiently occupied during their assignment within the Municipality and can benefit from appropriate supervision.

 

12. 2024 report / status of the Municipal Pact for Intercultural Coexistence

Information

Vanessa Demoling-Baldassarri, Alderwoman in charge of intercultural coexistence, reports to the members of the Municipal Council on the activities carried out by the Municipality within the framework of the Municipal Pact for Intercultural Coexistence:

An opinion poll was conducted specifically targeting citizens with at least one foreign nationality living in Leudelange. In addition, citizens had the opportunity to participate in the survey during events organised by the Intercultural Cohesion Committee. The results were analysed by the Ministry of Family Affairs in collaboration with CEFIS and then discussed by the steering committee, composed of Alderman Jean-Pierre Roemen, Municipal Councillor Sandrine Pompidou, a member of the Living Together Committee, two representatives of local associations, Marco Michel and Diogo

Guimarâes, and the coordinator for intercultural coexistence, Sylvie Frantzen. Following the evaluation, intercultural meetings and volunteering were identified as specific priority theme.

In October 2024, a citizens’ workshop was organised with 20 participants, including people working in Leudelange.

The regular cookery workshops attract a large number of participants. This is also the case for other events such as the children’s workshops organised by the Municipality in collaboration with the Equal Opportunities Committee and the Parkinson’s Association. This year, the Coexistence Committee organised its first Easter egg hunt, which was a great success with 60 children taking part.

The Municipality has also published a citizen’s guide containing information on all municipal services, which is useful for both existing and new residents.

In conclusion, Alderwoman Demoling-Baldassarri warmly thanks Sylvie Frantzen, coordinator of intercultural coexistence, the members of the Coexistence Committee and its chairwoman Sandrine Pompidou, the municipal staff and all the volunteers for their unfailing commitment to community coexistence.

Councillor Patrick Calmus proposes that newborns in the municipality also be included among the new citizens. Alderwoman Vanessa Demoling-Baldassarri approves this idea and adds that newborns and their families would also be invited to Welcome Day, which would feature children’s activities to make the event even more appealing to families.

 

13. Correspondence, questions to the College of the Mayor and Aldermen

Councillor Marcel Jakobs believes that considerable progress has already been made in the interests of Leudelange residents, particularly with regard to bus routes and medical services. However, he regrets that much information is communicated slowly and, in most cases, only via digital channels. He calls for better communication with citizens who have little or no access to electronic media.

Mayor Lou Linster responds that all changes to bus routes and developments in the medical field have been carefully published in the municipal newsletter.

Alderwoman Vanessa Baldassarri adds that the term “living together” includes the entire population and that no one should be left out.

Mayor Lou Linster points out that businesses based in Leudelange have requested a comprehensive, up-to-date overview of all bus routes serving the Municipality. However, due to frequent changes to timetables and routes, a printed flyer would quickly become obsolete.

In such cases, only digital solutions – such as the “mobiliteit.lu” app or the municipal “City App” – can provide continuously updated information.

Councillor Patrick Calmus asks whether the “Welcome Day” event is exclusively for new residents or whether it also includes families with newborns.

Alderwoman Vanessa Baldassarri confirms that families who have recently welcomed a child are also welcome. Each family receives a “Welcome Box” as a welcome gift.
