1.  Approval of the agenda

Mayor Lou Linster informs the Municipal Council of an amendment to the agenda, with the addition of Item 9 concerning access to the playground. This change has been made necessary by the Shared Space works, which are currently restricting access to several municipal buildings, notably the sports hall, the music room and the Sainte-Cécile Choir’s rehearsal room. The new item aims to ensure access to these facilities. All members of the Municipal Council who are present unanimously approved the amended agenda.

2. Communications from the College of the Mayor and Aldermen

The Mayor informs the Municipal Council that work on the Shared Space project, carried out by Lazzara Constructions, began on 24 March 2026. From 1 April, 44 geothermal boreholes will be drilled to provide a largely carbon-neutral energy supply to the municipal power station, which in particular services the town hall, the former school, the sports hall, the “An der Eech” cultural and community centre, and the church. The works are expected to take approximately one and a half years.

Furthermore, demolition work on the former post office and the former workshop located on the Place du Lavoir will begin on 13 April as part of the “Um Wäschbuer” project. Construction of the new building is scheduled for September.

The Mayor also announces the publication of the tender for the new flooring in the sports hall. The flooring in the table tennis hall, however, will be retained, particularly as it is used for darts and because this solution is more cost-effective than the one originally envisaged.

3. Flood prevention measures

Approval of the agreement and of an amendment thereto, parcels numbers. 1621/4821 and 1622/4822

Item 3 concerns an agreement, together with an amendment, relating to plots 1621/4821 and 1622/4822 situated in the locality known as “Grouss Gewännchen”. These documents follow on from decisions previously taken by the Municipal Council and provide for the installation of wattle fences to enhance flood protection. The Mayor stresses that the signatory to the agreement is also the operator of the land in question, so no opposition from the operator is to be expected. The agreement and its amendment are approved unanimously.

4. Flood prevention measures

Approval of the agreement, parcels numbers 169/1894, 172/2949, 1640/4837

The second case concerns parcels 169/1894 and 172/2949, situated in the locality known as “Op Uecht”, as well as parcel 1640/4837, situated in the locality known as “Kleng Gewännchen”. The Municipality will pay a symbolic compensation of € one per annum for these parcels for a period of twenty-five years.

Councillor Nathalie Entringer welcomes this initiative as part of the Nature Pact and highlights the potential benefits of these areas for both nature conservation and water management. She hopes that other landowners will follow this example. The Mayor points out that this agreement, combined with the land acquisitions already approved, will enable the Municipality to carry out the planned provision of fascines. The agreement was adopted unanimously.

5. Decision relating to the reclassification of a parcel of land

Parcel number 187/8324

This item relates to the implementation of an agreement previously approved by the Municipal Council. The parcel of land in question is situated at the junction of the Rue de la Vallée and the Rue de la Gare. Although it has belonged to the Municipality for many years, it is used as a garden by a local resident. Under an agreement reached with the resident, part of the parcel will be sold to him following the division of the property into two new parcels. The new parcel number 187/8324 will be sold to the resident, whilst the Municipality will reclaim a section of pavement currently included within the resident’s property.

In order to facilitate this sale, the parcel must be reclassified from public land to private municipal land. At the request of Councillor Marcel Jakobs, the Mayor clarifies that parcel number 187/7973, currently owned by the local resident and on which the pavement is already situated, will be transferred to the Municipality as part of the agreement. The reclassification is unanimously approved

6. Temporary road traffic regulation

The Place des Martyrs, the Chemin des Sports and the Rue Eich

The Mayor explains that a temporary road traffic regulation has already been adopted and brought into force by the College of the Mayor and Aldermen, but that the approval of the Municipal Council is required due to the duration of its application. He points out that the Chemin des Sports and the Place des Martyrs are currently closed to both pedestrians and motorised traffic. Depending on the progress of the works, traffic on the Rue Eich will shortly be regulated by traffic lights.

From 30 March, the bus stop in front of the town hall will be moved to the area near houses 9 and 11, where passengers will now board and alight from buses. In response to a question from Councillor Marcel Jakobs regarding the exact location of the temporary bus stop, the Mayor explains that it is situated behind the town hall, on the left-hand side of the street. The temporary road traffic regulation is unanimously approved.

7. Correspondence, questions to the College of the Mayor and Aldermen

The Mayor first of all answers a question raised at the previous meeting by Councillor Patrick Calmus regarding a tree which had been felled in front of the new bus depot on the Rue Léon Laval. He explains that the existing traffic islands will be moved and that the trees which have been removed will be replaced by new plantings. He also points out that felling permits are the responsibility of the Nature and Forests Administration and not the Municipal Council.

Patrick Calmus welcomes the decision to replant trees and hopes that they will be replaced with specimens of equivalent quality. Nathalie Entringer, for her part, reports a damaged street lamp at the junction of the Rue Nicolas Brosius and the Rue Drosbach. The Mayor states that the municipal works department would be informed so that action could be taken.

8. Staff matters(closed session)

The Municipal Council hereby appoints Mr Charel Marcel Thillen on a provisional basis to the post governed by the municipal civil service regulations, pay grade A1, administrative sub-group.

The Municipal Council also provisionally appoints Mr Pierre Schumann to a post under the municipal civil service regulations, pay grade A1, scientific and technical sub-group.

No candidate is appointed to the second post created in this same scientific and technical sub-group.

9. Access to the playground

The Mayor explains that several access points to the playground at Leudelange Primary School are temporarily unavailable due to the Shared Space works. Alternative routes have been put in place and are signposted on site.

Given the exceptional circumstances of the building works, access to the playground must also be guaranteed during school hours. This measure applies in particular to users of the sports hall and the tennis court, as well as members of local associations such as the Leidelenger Musek and the Sainte-Cécile Choir. All members of the Municipal Council approve the amendment to the playground regulations.
