1. Approval of the agenda
The agenda is unanimously approved.
2. Communications from the College of the Mayor and Aldermen
Mayor Lou Linster announces that the first edition of the “Leidelenger Mëttesdësch” will take place next Wednesday. The number of registrations is encouraging and suggests that the public will welcome this initiative. Furthermore, the inauguration of the “Rue Hélène Entenich-Wivenes” is scheduled for 6 March 2026. At the same time, the “Les rues au féminin” initiative will also be launched on the same day.
The Mayor then informs those present of the good progress being made on the forestry hall (“Bëschhal”) construction site. He notes that the foundation stone has already been poured and that construction of the hall itself will begin in early February. As many of the components required for the build are prefabricated, work is expected to progress rapidly.
3. Approval of a sale agreement
The Mayor then presents a preliminary sale agreement concerning a section of pavement located opposite number 108 Rue de la Gare. The area in question is 47 centiares, with the price set at € 500 per are, representing a total cost of € 235.
All members of the Municipal Council present approve the preliminary sales agreement.
4. Approval of a sale agreement
Parcels 1287/4703 and 1589/4795
The fourth item on the agenda also relates to a preliminary sale agreement. It relates to two parcel of land: one of approximately 17 ares in the locality known as “Brichenloechelchen” and the other of just over 23 ares in the locality known as “Ob Godesbierchen”. These parcels are situated on the edge of the forest.
A preliminary valuation has been carried out by the Nature and Forestry Administration. The price of € 500 per are has been agreed with the owner, explains the Mayor.
Councillor Patrick Calmus enquires about the characteristics of the parcels in question. Mayor Lou Linster assures him that these are woodland parcels and not agricultural land.
All members of the Municipal Council present approve this preliminary sale agreement.
5. Approval of a notarised deed
Parcel 854/7956
The Mayor explains that the preliminary sale agreement had already been approved by the Municipal Council the previous year. The cost of this parcel, measuring 1 hectare, 12 ares and 37 centiares, amounts to € 3 million. The parcel is partially situated within the development zone (zones HAB-1 Existing District and New District).
The Mayor specifies that the parcel is situated on the Rue de la Montée, behind the existing dwellings. The part of the plot situated within the SDO-New District “An der Laach / Rue de Luxembourg” is expected to be transferred to the State shortly, provided that the State is able to acquire the other parcels of land covered by this SDP. Failing that, the Municipality will retain the entire parcel.
All members of the Municipal Council present approve the notarised deed.
6. Approval of an agreement
This is an amendment to an agreement concluded in 2008. The Mayor explains that this amendment enables the Council, with retroactive effect, to obtain permission from the owner of parcel 707/5189 to connect a new sewage pipe to the existing main linking the Rue du Cimetière to the “Am Bann” business park.
The main sewer runs close to the former wastewater treatment plant. As part of the works carried out on the Rue de la Montée, an additional connection was added. The Mayor specifies that the costs, namely € 23 per linear metre and € 225 per manhole, correspond to the prices in the original agreement, adjusted solely in line with the index. The works have already been completed at this stage.
All members of the Municipal Council present approve the agreement.
7. Municipal planning for affordable housing – Waiver of the requirement to allocate funds earmarked for affordable housing as part of the “GARE-01” Special development Plan in the “Weierwiss” area
This item had already been discussed at a previous meeting of the Municipal Council. The Mayor points out that the “Gare 01” Special Development Plan, for the area known as “Weierwiss”, is currently under consideration but has not yet been approved by the Municipal Council.
The Mayor, in agreement with the College of the Mayor and Aldermen, proposes to transfer to the State the land earmarked for the construction of affordable housing as set out in the “Gare 01 – Weierwiss” Special Development Plan, with the State subsequently taking over its management. The MOPO has already been adopted. Discussions have already taken place with the public affordable housing developer SNHBM. Two apartment blocks and nine detached houses are affected by this procedure.
Councillor Marcel Jakobs expresses surprise at the speed with which the Municipality has prepared the documents required for this type of procedure. Lou Linster explains that a responsive and efficient working method offers numerous advantages for driving municipal projects forward.
Councillor Nathalie Entringer enquires about the accuracy of the percentages of social housing planned in the various SDPs. The Mayor assures her that the Municipality exceeds the required legal threshold in all cases. Out of 119 homes, 31 are earmarked for affordable housing, which is well above the legally required 15%.
Councillor Entringer says she is satisfied with the explanations provided.
All Councillors approve the municipal planning.
8. Student jobs – creation of posts
The Mayor explains that 12 students worked in various municipal departments last year. For 2026, this number will be reduced to 10 in consultation with the municipal departments, with 8 assigned directly to the Municipality and 2 to the “Cultural and Historical Society”.
Lou Linster emphasises the importance of meaningful and educational work for students.
Councillor Marcel Jakobs shares this view and stresses the importance, for young students, of gaining high-quality professional experience.
All members of the Municipal Council approve the creation of student posts for the summer of 2026.
9. Correspondence – Questions to the College of the Mayor and Aldermen
Councillor Marcel Jakobs enquires about the calculation method used for the increase in water and sewage charges. In particular, he asks why the fixed charge for the treatment and disposal of sewage is the same for all households, regardless of the number of people living there.
Lou Linster explains that the calculation method is required by law and that the Municipality has no influence over this matter. Tariffs are calculated on the basis of the population equivalent, set at 2.5 PE per household.
The capacity allocated to the Municipality at the treatment plant is also calculated according to this principle. In response to a supplementary question from Councillor Marcel Jakobs, the Mayor clarifies that this method was already applied in the previous regulations.
Councillor Patrick Calmus draws attention to the poor condition of the road surface at the exit of the “Am Bann” business park towards the Rue de Luxembourg. He assumes that the damage is caused by heavy goods vehicles and believes that the road cannot sustain such loads in the long term. He suggests that localised repairs to the road surface might be carried out. The Mayor indicates that an on-site visit will be organised to assess the situation.
Councillor Nathalie Entringer refers to the underpass currently under construction at a location known as “Op dem Schass”, between the “Schléiwenhaff” and Merl. The Mayor explains that once the underpass beneath the Pétange railway line has been completed, the Kleinbettingen railway crossing on the Rue des Celtes in Merl will be closed to motor traffic. Until a permanent solution has been put in place for pedestrians and cyclists, concrete blocks will prevent access to motor vehicles, so that only pedestrians and cyclists will be able to cross the railway line at this point.
10. Approval of a service contract for French language courses (in closed session)

In closed session, The Municipal Council approves the resignation of Mr Arnaud ASSA as a member of the Sport and Leisure Committee.
b) Appointment of a secretary to the Education Committee. In closed session, the Municipal Council appoints Mr Luc FRIZZARIN as secretary to the Education Committee.
