The first preliminary sale agreement concerns cadastral parcel no. 80/4181, located at the place known as “Ketzlach”, with a total area of 51.5 ares. The acquisition of this land is of particular importance in the context of flood protection, as the “Zéisséngerbaach” stream crosses the parcel. The agreed purchase price amounts to EUR 1,000 per are, corresponding to a total amount of EUR 51,500.
The second preliminary sale agreement comprises a total of six plots of land. These include two plots: the first, measuring 56 centiares, is located on Rue des Prés (No. 805/7665). The second, measuring 28 ares and 64 centiares, is situated in the locality known as “Fronzel” (No. 805/7666).
The total purchase price for these two parcels amounts to EUR 262,800. It is specified that the Municipality of Leudelange already owns the directly adjacent parcels on either side in the Rue Fronzel area.
The preliminary sale agreement also includes cadastral parcel no. 859/6015, located in Rue de la Montée, with an area of 99 centiares, corresponding to a section of pavement.
Finally, it concerns three contiguous parcels located at the place known as “Vor Palsbusch”, registered under cadastral nos. 1864/5527, 1879/2427 and 1879/3189.

Mayor Lou Linster presents the four notarial deeds submitted to the Municipal Council for approval.
Item a) concerns the acquisition of cadastral parcel no. 601/0, located along Rue de Cessange, opposite the Arthur Welter building, with an area of 21.8 ares. This acquisition is being made as part of the Municipality of Leudelange’s exercise of its statutory right of pre-emption.
Item b) concerns the transfer free of charge to the Municipality of Leudelange of cadastral parcel no. 1009/7294, in connection with the construction of a residential building at no. 33, Rue de la Gare. The parcel corresponds to a section of pavement.

The purchase price is set at EUR 6,200, in accordance with the valuation established by the local forestry officer.
The second parcel, cadastral no. 192/7082, is located in Rue Gruefwiss. With an area of 36 centiares, it provides access to a parcel set back from the public road. The purchase price is set at EUR 30,000. This parcel is classified as HAB-1 residential zone and therefore constitutes building land.
Item d) concerns the acquisition of two parcels of agricultural land. The agreed price is EUR 1,000 per are. The total purchase price amounts to EUR 73,750 and concerns a parcel of 52.15 ares located at the place known as “Hinter dem Grasbusch”, as well as a second parcel of 21.6 ares located at the place known as “Homeschlach”.
In response to a question from Municipal Councillor Nathalie Entringer, the Mayor specifies that cadastral parcel no. 1900/0 is directly adjacent to the municipal forest.

The agreement submitted for approval concerns the construction of a residential building at no. 38, Rue de la Gare.
The retaining wall of the ramp to be constructed as part of the works encroaches underground by 20 centimetres onto a parcel owned by the Municipality of Leudelange. The apartment will henceforth be leased to the Mamer Joint Social Welfare Office (see item 8).
The termination of the lease agreement is unanimously approved by the members present.

Following discussions with the Ministry of Housing and Spatial Planning, the College of Mayor and Aldermen decided to entrust the management of these housing units to the Social Rental Agency (Agence immobilière sociale). The Agency will also be involved from the planning stage onwards, allowing practical issues and considerations relating to the design and implementation of the projects to be identified and addressed at an early stage.
The agreement is unanimously approved by the members present.

Approval of the rental agreement with the Mamer Joint Social Services Office concerning the rental of an apartment in the “An der Eech” Cultural and Community Centre.

The two sub-items are discussed jointly before being put to the vote separately.
Item 11 a) concerns the creation of a new budget item. As the “Redevelopment of the Centre of Leudelange – Shared Space (phases 2 and 4)” project has now entered its implementation phase, budget item 4/131/221313/25001, entitled “Redevelopment of the Centre of Leudelange – Shared Space (phases 2 and 4)”, is created to allow expenditure relating to the project to be allocated accordingly.

For the 2023 financial year, the amount is EUR 1,650,792.65. For the 2024 financial year, it amounts to EUR 1,106,605.91.

The statement of outstanding amounts to be collected is unanimously approved by the members present.
14) Amendment of the municipal traffic regulations

b) Rue des Roses.

Both amendments to the municipal traffic regulations are unanimously approved by the members present.
15) Price list for various items and foodstuffs sold during celebrations and events
Amendment of the price list – addition of an item
Mayor Lou Linster proposes amending the price list applicable during celebrations and events organised by the Municipality.

Item 16 of the agenda concerns the approval of the articles of association of BMW Drivers Club Luxembourg.
It is explained that the club, founded in 2018 and based in Leudelange, now intends to organise an annual event within the Municipality.
To this end, it is proposed that BMW Drivers Club Luxembourg be recognised as a local association of the Municipality of Leudelange.
The association’s articles of association are unanimously approved by the members present.
17) Correspondence and questions to the College of Mayor and Aldermen
Municipal Councillor Nathalie Entringer draws attention to the increase in illegal street racing within the Municipality.
In response, Mayor Lou Linster states that the issue is well known and that several measures are either being implemented or considered in order to address it.
He recalls that the installation of speed cushions in the areas concerned had already been discussed in the past. However, the devices initially installed had been severely damaged due to the high volume of heavy goods vehicle traffic and had to be removed. In the meantime, three quotations have been requested for the supply of new speed cushions. They are expected to be installed as early as this autumn.
The Mayor also informs the Council that the Municipality has submitted a request to the Ministry of Mobility and Public Works and the Roads and Bridges Administration to reduce the speed limit on the N4, between the business areas of Rue de la Poudrerie and “Am Bann”, from 70 km/h to 50 km/h. As part of the “Pôle de Mobilité Leideleng” project, two new pedestrian and cyclist crossings are also planned near Rue Jean Fischbach, together with traffic islands along this section of road.
The roundabout located at “Al Strooss” is also discussed. The Mayor recalls that speed-reducing measures have already been installed there. As part of the rapid tram project, both the roundabout and the bridge carrying “Al Strooss” will be demolished. A new footbridge, reserved exclusively for pedestrians and cyclists, will be constructed following completion of the tram project. The early demolition of the existing bridge is expected to contribute significantly to reducing illegal street racing.
In addition, a barrier will be installed in Rue Jean Fischbach and will remain closed from Friday evening until Monday morning in order to prevent races from being organised in this area.
Finally, the Mayor specifies that the installation of a speed camera is not currently being considered. Such a request could only be submitted once the 50 km/h speed limit has entered into force, should this measure fail to produce the desired results.
18) Personnel matter
Creation of a skilled employee position
Item 18 of the agenda concerns the creation of an additional skilled employee position.
Mayor Lou Linster explains that following the retirement of the foreman, a new employee has already been recruited. He also emphasises that the responsibilities and demands placed on the Technical Department are continuing to increase.
The need for additional staff is due in particular to the growth of the Municipality’s population, the preparation and organisation of numerous events, as well as the works and projects currently under way throughout the Municipality.
The Municipal Council unanimously approves the creation of this position.
19) Advisory committees
a) Appointment of a member of the Youth Committee,
b) Appointment of a secretary of the Finance Committee.
The Municipal Council unanimously appoints Mr Alessio Paciotti as a new member of the Youth Committee.
The Municipal Council unanimously appoints Ms Nathalie Cencetti as the new secretary of the Finance Committee.
20) Personnel matter
Provisional appointment of a municipal civil servant, salary group A1, scientific and technical subgroup
The Municipal Council provisionally appoints Ms Louise Bastin as Municipal Architect of the Municipality of Leudelange, with the status of municipal civil servant in salary group A1, scientific and technical subgroup.
