1. Approval of the agenda

At the beginning of the meeting, Mayor Lou Linster informs the Municipal Council that agenda item 27, “Emergency regulation concerning measures to combat water shortages,” has been added to the agenda.

All councillors present agree to the amended agenda.

2. Communications from the Mayor and Aldermen’s College

Mayor Lou Linster informs the Municipal Council that work to renew the flooring of the sports hall is currently underway. The hall is expected to be fully usable again from mid-August.

He also announces that, during today’s meeting, the Municipal Council will vote on the lease agreement with the future operator of the “An der Eech” brasserie. The opening is scheduled for around 9 November.

3. Primary school

a) Approval of the provisional school organization for the 2026/2027 school year

b) Approval of the supervision plan (PEP) for the 2026/2027 school year

School President Tessy Loutsch presents the provisional school organization for the 2026/2027 school year to the Municipal Council. A total of 193 children currently attend the Leudelange primary school.

For the early education (Précoce) program, 17 children are enrolled for the upcoming school year. A total of 33 children are attending kindergarten, comprising 20 younger children (Mini) and 13 older children (Maxi). The existing timetable will remain unchanged.

In Cycles 2 to 4, the existing class organization will generally be maintained. To ensure that pupils receive optimal support, language lessons will be divided into smaller learning groups. In Cycle 3.2, German lessons will be taught in two groups for five lessons per week. A similar division is also planned for Classes 4.1 and 4.2 due to the number of pupils.

Pierre Wirtz will continue to work as an intervenant in Cycle 4. Support lessons and the reception of children (Accueil) will also be provided by the existing educational team during the coming school year.

Item 3(b) concerns the supervision plan (PEP) for the 2026/2027 school year. School President Tessy Loutsch explains that the plan governs cooperation between the primary school and the Maison relais. The aim is to make joint use of the available facilities and further strengthen cooperation between the two institutions.

The two items were put to separate votes and were each approved unanimously.

4. “Am Bann” Cycle Path

Approval of the final preliminary project.

An attractive connection between the town center and the local business area is at the heart of the final preliminary project for the “Am Bann” cycle path, which Mayor Lou Linster presents to the Municipal Council.

The project will create a new connection for cyclists and pedestrians between Rue du Cimetière, Rue Jean Fischbach and Rue des Prés. It will improve the safety and attractiveness of walking and cycling while also strengthening the connection to the national cycle network and, in the medium term, the route towards Cessange.

The new route will consist of a two-way cycle path and a separate pedestrian path. In accordance with the requirements of the Ministry of Mobility and Public Works, the cycle path will be constructed using red asphalt, while the pedestrian path will have a black surface.

As part of the project, the connection between Rue des Prés and the “Am Bann” business area will also be redesigned. The existing wooden bridges will be replaced by new accessible bridges, which can also be used easily by people with reduced mobility and by parents with strollers.

The project forms part of the municipality’s planned cycle network and represents another important step towards promoting safe, attractive and sustainable mobility in Leudelange.

The estimated total cost amounts to €1,548,500. A state subsidy of 30% for the cycle path can be applied for from the Ministry of Mobility and Public Works (MMTP). In the long term, the new connection is intended to become part of the national cycle route PC9.

Municipal councillor Marcel Jakobs asks about possible alternative routes. The Mayor explains that various options were examined and that, from a technical perspective, the proposed solution is the most appropriate.

The Municipal Council unanimously approves the final preliminary design.

5. Multigenerational Centre
Approval of the final preliminary design

Item 5 concerns the final preliminary design for the conversion of the house at 1A, Rue de Cessange into the future Multigenerational Centre. Construction work is scheduled to begin in September.

In the future, the building will accommodate the Youth Centre and will also provide multifunctional spaces for associations and intergenerational activities. The plans include a community hall, multipurpose rooms, and a sports room with sanitary facilities. The existing kitchen will be retained. The Youth Centre itself will be located on the first floor of the building.

The Mayor explains that this is a practical interim solution. The project includes, among other things, asbestos removal, the partial replacement of windows, the installation of fire-compliant doors, an accessible toilet, showers, and a stairlift.

The total cost amounts to €526,595.55. An application for funding has been submitted to the Ministry of Education, Children and Youth. It is expected that 50% of the costs will be covered by the Ministry.

Alderman Vanessa Baldassarri emphasises the importance of the project. She points out that the Youth Commission and the staff of the Youth Centre were actively involved in developing the concept for the use of the building and have done excellent work overall. The project will provide additional premises for youth activities and local associations.

Municipal councillor Nathalie Entringer asks about the next steps and the project timeline. Mayor Lou Linster explains that the project has now been submitted to the Ministry of Education, Children and Youth for approval. Once approval has been granted, construction work can begin. In parallel, preparations for the asbestos removal have already been initiated.

In response to a question from municipal councillor Marcel Jakobs, the Mayor explains that the building will be open to all generations. In addition to the Youth Centre, the premises could in future be used by associations and for activities organised as part of the “Sport Loisir” programme, among other purposes. He also stresses that the building will be fully accessible to persons with reduced mobility.

The Municipal Council unanimously approves the final preliminary design.

6. Schmiseleck Water Playground
Approval of the final preliminary design

Alderman Vanessa Baldassarri presents the final preliminary design for the planned water playground in Domaine Schmiseleck to the Municipal Council. The project is based on the results of a workshop held with children. The plans provide for a water playground for different age groups up to the age of twelve, with separate areas for younger and older children. The facility will complement the existing playground and will particularly benefit from its proximity to the primary school. Shade sails and additional trees are also planned to provide shade.

The estimated total cost of the project amounts to €503,340.62.

Municipal councillor Nathalie Entringer asks about the operation of the facility and its water supply. Mayor Lou Linster explains that the facility will be taken out of operation during the winter months. The drinking water used will be collected in a 10,000-litre tank for subsequent reuse for irrigation purposes. For hygiene reasons, rainwater cannot be used.

Municipal councillor Marcel Jakobs points out the importance of using water sparingly and responsibly. Mayor Lou Linster emphasises that water consumption will deliberately be concentrated in one central location. This will allow many children to use the facility together, rather than having numerous individual water-play facilities operating at home. This creates added social value and is proportionate to the facility’s water consumption.

Municipal councillor Denise Copette welcomes the project and stresses the importance of encouraging children to spend more time playing outdoors again.

The Municipal Council unanimously approves the final preliminary design.

7. Detailed Development Plan Weierwiss

PAP-NQ “GARE-01” at the location known as “Weierwiss” – Municipal Council decision

Item 7 concerns the revised PAP-NQ “GARE-01” at the location known as “Weierwiss”, which is now being submitted for final approval. The revised plans take into account the opinion issued by the Evaluation Unit (Cellule d’évaluation) of the Ministry of Home Affairs.

The new residential neighbourhood comprises a total of 119 housing units, 31 of which meet the criteria for affordable housing. The legally required minimum proportion of affordable housing is therefore significantly exceeded. Thanks to its immediate proximity to the railway station and its good connection to the future cycle network, the neighbourhood also benefits from excellent accessibility.

Particular attention was paid to integrating the development into the existing urban fabric along Rue de la Gare. The buildings have been adapted to the sloping terrain and blend harmoniously into the surrounding landscape. In addition, a colour scheme has been developed to ensure a varied and high-quality overall appearance.

The Mayor then explains the mobility and access concept. The road layout has been designed to reduce traffic speeds. The plans include pavements on both sides of the road within the 30 km/h zone, public parking spaces and several shared-space zones with a speed limit of 20 km/h. The development also includes a children’s playground and a pedestrian and cycle connection running along the “Ackerheck” field path, which will also serve as an access route for emergency services.

Following the opinion issued by the Evaluation Unit (Cellule d’évaluation), several adjustments were made, including changes to the position of the upper floors of the apartment buildings and the addition of further trees. The opinion of the Water Management Authority (AGE) was also taken into account. In particular, the water protection zone along the watercourse will remain free of above-ground structures.

The Municipal Council unanimously approves the detailed development plan.

8. Specific Amendment to the General Development Plan

Specific amendment to the General Development Plan at the location known as “Villa Eugénie” – Approval

Mayor Lou Linster explains the specific amendment to the General Development Plan (PAG) at the location known as “Villa Eugénie”. As part of the preparation of the new PAG, all detailed development plans were repealed, with the exception of the “Kierchepad”, “Schaefert” and “Eelchesgewan” plans. While the procedure for approving the new PAG was still ongoing, the “Villa Eugénie” detailed development plan, on which the long-planned care home is to be built, was approved in December 2019. At the time, it was inadvertently omitted from the written provisions of the PAG that the “Villa Eugénie” detailed development plan was likewise not to be repealed. This material error is now being corrected.

The Municipal Council unanimously decides to initiate the statutory procedure for the specific amendment to the PAG.

9. Leudelange Forest Area

Approval of the Forest Management Plan for 2027–2036

Item 9 concerns the Forest Management Plan for the years 2027–2036. As this plan was already discussed at a recent working session, no further explanation is required.

The Municipal Council unanimously approves the Forest Management Plan for 2027–2036.

Approval of a preliminary land exchange agreement concerning plots No. 364/2669 and 199/8327

Mayor Lou Linster explains the preliminary land exchange agreement concerning plot No. 364/2669 at the location known as “Pëssendall” and plot No. 199/8327 at the location known as “Bannatsch”. Through this land exchange, the municipality will acquire a plot on which a sewer has been located since 1991 and through which a stream also runs. The acquisition is intended to give the municipality greater flexibility, particularly with regard to the potential restoration of the watercourse to a more natural state. The necessary subdivision of the land has already been carried out.

The Municipal Council unanimously approves the preliminary land exchange agreement.

11. Approval of a Notarial Deed

Deed of sale concerning plot No. 243/5105

Item 11 on the agenda concerns the notarial deed relating to a preliminary sale agreement that was already approved by the Municipal Council in April. The plot in question is located at the place known as “Berkebësch” and comprises both woodland and agricultural land.

The land is intended for flood protection measures. In addition, the woodland is currently in poor condition. The notarial deed is in line with the previously approved preliminary sale agreement. The purchase price amounts to €22,780 for a total area of 26 ares and 80 centiares.

The Municipal Council unanimously approves the notarial deed.

12. Approval of an Agreement

Agreement on the temporary use of plot No. 854/7954

Mayor Lou Linster presents to the Municipal Council the agreement concerning the temporary use of plot No. 854/7954. The plot is required for earthworks in connection with the construction of affordable housing in Rue de la Montée.

The municipality may use the land for a period of five months for a total rental fee of €1,500. Construction work is scheduled to begin in September.

The Municipal Council unanimously approves the agreement.

13. Approval of an Agreement

Agreement with the co-owners of the “Beim Dokter” residence concerning the demolition of a wall, extension of a landscaped strip, repair of shared walls and installation of rock anchors

Item 13 concerns an agreement with the co-owners of the “Beim Dokter” residence. It covers the demolition of an existing wall, the extension of the landscaped strip up to the property boundary, the repair of shared walls and the installation of rock anchors beneath the residential complex in the area of the ramp on Rue du Lavoir.

The rock anchors are required for the construction works on the “Um Wäschbuer” building. In return, the wall running alongside the garages and the existing ramp will be removed, and the landscaped strip will be extended up to the property boundary. In addition, the façade adjoining Rue du Lavoir will be repaired.

Mayor Lou Linster points out that, to date, only verbal approval has been received from the co-owners. An extraordinary general meeting of the co-owners will therefore be convened to obtain their written approval. Once the signed agreement has been received, it will be submitted again to the Municipal Council for approval on 17 September.

The Municipal Council unanimously approves the agreement.

14. Approval of a Commercial Lease

Brasserie “An der Eech” – Commercial lease with Concept Franz Sàrl

Mayor Lou Linster presents to the Municipal Council the commercial lease for the “An der Eech” brasserie with Concept Franz Sàrl and thanks Municipal Councillor Jean-Pierre Roemen and Alderman Vanessa Baldassarri for their work in drafting the agreement.

The lease contains various provisions designed to ensure the proper and continuous operation of the brasserie, while at the same time giving the future operator the necessary entrepreneurial flexibility.

The lease has a term of nine years and will commence on 1 November 2026. The monthly rent amounts to €1,800 during the first year, €3,000 during the second year and €3,800 from the third year onwards. The municipality will cover the costs of developing the brasserie’s visual identity up to a maximum amount of €25,000. As a result, the name and logo will remain the property of the municipality.

The operator undertakes to run the brasserie in accordance with the agreed concept, comply with the stipulated opening hours and offer a varied selection of beverages, including products from smaller suppliers.

Municipal Councillor Marcel Jakobs asks for further details regarding these contractual provisions. Mayor Lou Linster explains that all of the provisions are intended to ensure the continuous operation of the brasserie. In conclusion, Mayor Lou Linster points out that the establishment is expected to make an important contribution to revitalising the village centre. The brasserie is expected to open during the week of 9 November 2026.

The Municipal Council unanimously approves the commercial lease.

15. Municipal Action Plan for Equal Opportunities

Approval

Alderman Vanessa Baldassarri submits the Municipal Action Plan for Equal Opportunities to the Municipal Council for approval. She recalls that the municipality signed the European Charter for Equality of Women and Men in Local Life in February 2024. A steering group was subsequently set up to draw up the action plan in cooperation with members of the Equal Opportunities Committee, the Intercultural Living Together Committee and the Municipal Council.

The action plan is based on the 39 articles of the Charter and comprises a total of 141 measures. Responsibilities, priorities and, where possible, a timetable have been defined for each measure. Alderman Vanessa Baldassarri explains that prioritising the measures does not diminish their importance, but rather enables their realistic implementation, taking into account the human and financial resources available. In addition, various measures have been designed as recurring actions in order to ensure their long-term impact.

In response to a question, Alderman Vanessa Baldassarri explains that the action plan is based on the European Charter and the corresponding SYVICOL guidelines.

The Municipal Council unanimously approves the grants to local associations for 2026.

18. Revision of Attendance Fees for Members of the Municipal Council

Decision

Item 18 concerns the revision of the attendance fees paid to members of the Municipal Council. Mayor Lou Linster explains that the current allowance of €10.91 is to be increased to €15.00 (both amounts at index base 100). He points out that the current allowance is the lowest in the country and that the proposed increase reflects the responsibilities associated with holding municipal office, while placing the allowance in the mid-range compared with other municipalities nationwide.

The Municipal Council unanimously approves the revised attendance fees.

19. Property Tax

a) Revision of property tax rates for 2022
b) Revision of property tax rates for 2023

Item 19 concerns the revision of property tax rates for the 2022 and 2023 tax years. In both decisions, the property tax rate for category B1 is revised.

Mayor Lou Linster explains that the revision of the property tax rates has become necessary following court decisions. After consulting the municipality’s legal counsel, the College of Mayor and Aldermen proposes setting the category B1 tax rate at 1,200% for the 2022 and 2023 tax years. The decision has also been agreed with the Ministry of Home Affairs.
