1.    Approval of the agenda

The agenda is unanimously approved.

2.    Communications from the College of the Mayor and Aldermen

Mayor Lou Linster informs the members of the Municipal Council who are present about upcoming events and projects in the municipality. The 2026 edition of the       “LiteraTour” will take place on 24 and 25 April at the “An der Eech” Cultural and Community Centre. He also announces the organisation of the second edition of the “Marche Gourmande”, scheduled for 5 July. The Eve of National Day celebrations will take place on 22 June. This year, the official procession will set off from the Rue Hélène Entenich-Wivenes.

The Mayor also informs the Municipal Council of the installation of new speed bumps on the Rue de la Vallée, at the request of several local residents. He stresses that this is the first installation of its kind on a state road in Leudelange. On this occasion, he thanks the relevant engineering firm and the staff of the technical department for their work.

As part of the works carried out around the “An der Eech” Cultural and Community Centre, part of the access ramp recently had to be dismantled. The Mayor explains that this measure proved necessary due to damp problems in the building’s basement. In order to resolve this situation permanently, the installation of a suitable drainage system is planned.

3.     Childcare and education services (Youth Centre)

Approval of the annual accounts for 2025, Leudelange Youth Centre

The final accounts for the Youth Centre amount to € 387,000 and are therefore within the planned budget. The associated expenditure is shared equally between the State and the Municipality.

The Municipal Council unanimously approves the final accounts and the resulting expenditure, with all members who are present voting in favour.

 

4.    Allowances for cover staff in extracurricular services

Setting the LASEP course allowance

Mayor Lou Linster explains that a decision dating from 2004 is being formally amended. Those delivering LASEP courses who are not primarily employed as teachers will, in future, receive a flat-rate allowance of € 35 per hour. However, this allowance applies only to weekly lessons and not to excursions.

Those concerned must submit a record of the hours worked to the Municipal Council at the end of each month.

The Municipal Council unanimously approves the allowances proposed for these extracurricular activities, with all members present in favour.

 

5.     Approval of a sale agreement

Acquisition of part of the parcel of land 318/4563

 

Item 5 on the agenda concerns the cycle path located at the “Bowent”.

Mayor Lou Linster explains that all the parcels in the northern section are already owned by the Municipality. The preliminary sale agreement submitted for approval relates to the section between the last house on the Rue de la Vallée and the former Chemin de Cessange. In this area, the Municipality already owns parcels 1 and 4 out of a total of five parcels. The acquisition of parcel 2, which is the subject of this preliminary sale agreement, is, however, subject to the condition that parcel 3 is also acquired by notarised deed. Only on this condition will the suspensive clause provided for in the agreement be lifted.

The Mayor stresses that surveying work may commence on the site immediately.

The Municipal Council will pay the agreed price of € 2,000 per are for the land earmarked for the construction of cycle paths. The area in question is 5.98 ares, representing a total amount of approximately € 12,000. The proposed route, intended for pedestrians and cyclists, will be four metres wide and will feature a separation between the two user groups. In accordance with the requirements of the Ministry of Mobility and Public Works, the cycle path will be marked in red. However, the total width of the development will exceed four metres in order, in particular, to meet the requirements relating to water drainage.

Councillor Marcel Jakobs enquires about responsibility for the construction of the cycle path. The Mayor explains that the costs will be borne by the Municipality, which will receive a grant covering 40 per cent of the costs from the Ministry of Mobility and Public Works. He also states that an application for additional funding from the Ministry of the Economy, specifically from the Directorate-General for Tourism, is currently under consideration. The granting of such funding is, however, conditional upon demonstrating the project’s added value for tourism..

 

All the councillors who are present agree to the proposed sale agreement.

 

6.    Approval of several notarised deeds

a)    Approval of the deed of sale of parcels of land 1287/4703 and 1589/4795

b)    Approval of the deed of sale of parcel of land 1347/4206

Items 6a and 6b will be presented together before being put to the vote separately.

Item 6a concerns the acquisition of parcels of land numbered 1287/4703 and 1589/4795, both situated on the edge of the forest. The first, situated in the locality known as “Brichenloechelchen”, covers an area of 16.9 ares. The second, situated at the locality known as “Op Godesbierchen”, covers an area of 23.15 ares. Mayor Lou Linster explains that the purchase price has been set at € 500 per are on the basis of a forestry valuation.

Item 6b concerns parcel of land number 1347/4206, situated behind the Rue Eich in the locality known as “Urbett”. The purchase price for this plot, measuring 17.80 ares, is € 775,000. The plot is classified as zone HAB-1 and is therefore located within the building zone.

The Mayor stresses that this land is situated in the immediate vicinity of municipal properties and could be of strategic interest in the future, particularly in the context of potential land exchanges.

The notarised deeds are put to a separate vote. They are approved by a majority of the members of the Municipal Council, with Councillor Marcel Jakobs abstaining..

 

7.    Ad-hoc amendment of the GDP at “Weierwiss”

Vote by the Municipal Council.

This item was previously considered and adopted by the Municipal Council in October of last year as part of the referral process. In the meantime, the opinion of the Planning Commission of the Ministry of Home Affairs has been received.

Mayor Lou Linster explains that this opinion contains only one comment relating to the planned housing density. The Planning Commission proposes increasing this density in the HAB-2 zone from 44.5 to 45. According to the Mayor, such an increase would enable the developer to build two additional homes. However, the “Weierwiss” Special Development Plan currently provides for 119 homes, a figure which has been determined to be optimal following an extensive planning phase. The College of the Mayor and Aldermen therefore proposes not to follow this recommendation.

Furthermore, a complaint has been lodged by the owner of a parcel of land not included within the SDP’s boundaries. He believes that water from the SDP will be drained via a pipe running across his land and that this infrastructure is not designed to cope with such a flow.

The Mayor explains that no rainwater from the SDP will be channelled into this pipe. Only wastewater will be connected to it. Rainwater, particularly in the event of heavy rainfall, will instead be discharged directly into the watercourse. Retention basins are also planned for the site. Without these measures, the Water Management Authority would not have granted its approval for the SDP. Such authorisation is only granted when the proposed measures enable the existing situation to be maintained or improved. It has also been verified that the existing sewer is capable of handling the anticipated additional volumes of wastewater..

The Mayor adds that the sealing of surfaces does not give rise to any further concern, as the retention basins ensure a steady flow of water towards the watercourse. The College of the Mayor and Aldermen therefore proposes that the objections raised should be dismissed.

Councillor Denise Copette enquires about the criteria applied by the Water Management Authority when assessing applications for authorisation. The Mayor explains that the planned retention basins will maintain a stable water level even in the event of heavy rainfall and that the requirements of the relevant authority are being met.

All members of the Municipal Council who are present approve the ad-hoc amendment to the GDP.

 

8.    Regulations of buildings, public road and sites in the Municipality of Leudelange

Amendment to the regulations

Mayor Lou Linster explains to the Municipal Council that two amendments need to be made to the building regulations as part of the “Um Wäschbuer” project.

Article 66, relating to the obligation to provide a playground for buildings with more than eight dwellings, is repealed. Given the immediate proximity of the playground provided for in the Special Development Plan (SDP) at the locality known as “Bommert”, the creation of an additional playground as part of the “Um Wäschbuer” project does not appear to be necessary.

Article 67 concerns the private cellars of the dwellings located in the basement. Their minimum floor area is reduced from 6 m² to 5 m².

Councillor Marcel Jakobs raises the question of how the areas not designated as playgrounds would be used. The Mayor points out that the regulations currently in force generally provide for the creation of play areas in the immediate vicinity of large housing estates. Even in the absence of such a requirement, the co-owners would still be able to take the initiative to create such facilities at a later date.

Councillor Vanessa Baldassarri adds that the concept of a “play area” is relatively broad and allows the developer some leeway regarding its specific design. Responding to a question from Patrick Calmus regarding the Municipality’s right of oversight, the Mayor explains that a strict obligation for every building does not seem particularly sensible, especially as Leudelange already has a significant number of play areas.

All members of the Municipal Council who are present approve the amendment to the regulations.

9.    Budget amendments

a) Amendment to Article 3/532/648120/99001, “Grant for climate protection measures

b) Amendment to Article 3/623/612300/99001, “Contracts for maintenance of Z.A. parking meters

Item 9a concerns the adjustment of the budget for climate protection measures, in particular photovoltaic installations, heat pumps and charging points. In 2023, the Municipality introduced grants to support these investments, which are now proving increasingly popular with residents. Against this background, it is proposed to increase the budget allocation from € 60,000 to € 140,000.

Item 9b concerns maintenance contracts for parking meters. Mayor Lou Linster proposes increasing the relevant budget from € 26,500 to € 40,000. This is a mandatory expenditure arising from an existing contract.

In his capacity as chair of the Climate Pact Committee, Patrick Calmus welcomes the increase in funding allocated to climate protection measures and expresses the hope that this positive trend will continue in the future.

The two budget amendments are put to the vote separately and approved unanimously by the entire Municipal Council.

 

10. List of donations to various charities

Mayor Lou Linster explains that it is necessary formally to set the budget allocated to donations and to have it approved by the Municipal Council. The amount earmarked for 2026, namely € 3,820, has not yet been used and can therefore be officially allocated.

11. Correspondence, questions to the College of the Mayor and Aldermen

Councillor Nathalie Entringer reminds the Municipal Council of the “Night of Sport” and states that this year’s event will take place on 6 June at the Scouts’ chalet at “Schwengsweed”.

Councillor Denise Copette enquires about the possibility of installing CCTV cameras at various locations within the Municipality. Mayor Lou Linster explains that the necessary administrative procedures are extensive and that justifying such measures in public spaces is particularly complex given data protection regulations.

Alderwoman Vanessa Baldassarri adds that the presence of Visupol-type cameras alone does not guarantee a reduction in attempted burglaries. She points out that this type of equipment is intended for installation in high-risk areas and can, above all, help to prevent assaults in public spaces

However, as these issues are not particularly prevalent in Leudelange, and as the installation of such cameras is subject to strict conditions imposed by the relevant authorities, a widespread roll-out would probably not achieve the desired objective.

The Mayor agrees with this assessment and stresses that the arbitrary installation of cameras would not bring any lasting benefits.

Councillor Sandrine Pompidou draws attention to a potentially dangerous situation at the pedestrian crossing between the Rue de la Gare and the Rue du Lavoir, heading towards the village centre. She points out that, particularly in the mornings when children are on their way to school, vehicles often turn at excessive speeds and sometimes encroach onto the pavement. She proposes installing a road sign before the junction to alert motorists to the imminent presence of the pedestrian crossing.

Mayor Lou Linster assures her that an appropriate solution would be sought in collaboration with the technical department and that suitable signage would be put in place. He adds that the former grocery shop would be demolished in the near future, which would improve visibility in this area. The future building would be set back further, thereby allowing the pavement to be widened to approximately two metres.

Finally, he points out that this area will also mark the start of the future Shared Space, which should help to calm traffic.
