Mayor Lou Linster opens today's meeting and introduces the new employee Aline Stracks to the Councillors. She has been assisting municipal Secretary Marc Thill in his duties since 1 February and is also Head of the Leudelange municipal HR department.

2. Communications from the Board of Mayor and Aldermen
Mayor Linster provides information about the recent meeting of the Comité politique on the subject of the "fast tram". The timetable was confirmed at the meeting: The tram will stop in Leudelange as from the end of 2028. A tunnel running under the Esch motorway will connect the Leudelange tram station with the activity zone, and its position has now been precisely defined. The Mayor clarifies that the Leudelange stop will not just be a platform but a bike box, sanitary facilities and a waiting room for cycle tourists are also planned. These measures are intended to help make Leudelange a hub that gives bicycles a central role. As is known, a bus station will also be built on the side facing the activity zone, although it will only have a single bus stop lane due to the limited space available.
Lou Linster went on to say that Leudelange, together with fifteen other municipalities, signed the "Meng Gemeng lieft Sport" (My municipality lives sports) charter today in the presence of the Minister of Sport, Georges Mischo. In this context, the Mayor recalled that the municipality had organised a number of activities to promote sports in recent months. For example, there is now a Leudelange handball club with five youth teams that will be competing in the coming season. In addition, more storage space has been created for the clubs so that six more courses can be added to the Sport-loisir programme.
First April is an important day for Leudelange, according to Mayor Linster, as the new municipal waste regulation comes into force on this day. The fee regulation, which sets out the rates for weighing and identifying waste bins, had been known for some time. From 1 April, Leudelange residents will now also be able to use the STEP waste disposal facilities in Bettembourg / Dudelange and Tétange / Rumelange, as well as the local recycling antenna in Leudelange.
3. Convention with the STEP syndicate

Leudelange is not seeking membership of STEP because STEP is primarily a wastewater syndicate that offers recycling as an additional service, explains Lou Linster. As far as wastewater management is concerned, however, the co-operation with the Sidero syndicate and the City of Luxembourg's wastewater treatment plant will continue. Only the recycling service will be utilised by STEP. This convention sets out the terms of cooperation between the municipality of Leudelange and STEP as well as the rights and obligations of the contractual partners. This would give the citizens of Leudelange the right to use the STEP installations. Companies based in the municipality would also gain access to the installations, which would be of particular benefit to smaller craft businesses. The admission fee of 120,000 euros would be paid integrally by the municipality.
All Councillors declare their agreement with the convention.
4. Nominations to the STEP Board of Directors

Councillor Marcel Jakobs is proposed for the role of observer and Mark Thomas from the Service écologique of the municipality for the role of member of the Technical Advisory Board.
In response to a question from Councillor Patrick Calmus, the Mayor says that the observer has no voting rights at STEP.
The two nomination proposals are approved without exception.
5. Convention on youth service (Jugendhaus)

Youth officer Jean-Pierre Roemen explains how the Jugendhaus activities are financed. The convention sets out the conditions under which the activities of the youth service are subsidised by the State. The State covers 50 per cent of the costs.
The convention is adopted unanimously.
6. Convention on education and childcare service (Maison Relais)
Alderwoman Vanessa Demoling-Baldassarri informs about the content of this agreement between the municipality of Leudelange, the Croix Rouge Luxembourgeoise, (Red Cross) which operates the Maison Relais, and the Ministry of Education, Children and Youth. What is new is that the "screen/life" balance announced by the responsible minister back in September is now enshrined in the convention. This means that in the Maison Relais, the use of screens is prohibited for children aged 0 to 4 and the use of smartphones is prohibited for children aged 4 to 12. This regulation will come into force at the end of the 2025 Easter holidays. The government's share of the operating costs for the Maison Relais for 2025 amounts to 1,245,251 euros, with the municipality contributing 415,084 euros.
The convention is approved without exception.
7. Approval of various notarial deeds
The first deed presented by the municipal leadership concerns part of the Wëllerbësch. The corresponding pre-sale agreement had already been voted on at the September meeting of the Municipal Council. The second document concerns an exchange voted on by the previous Municipal Council, whereby the municipality cedes a small section of the pavement in Rue de la Forêt in return for a section of the field path located over there.
This means that the entire width of this path, which still needs to be repaired, is now in public ownership.
All Councillors declare themselves in agreement with both deeds.
8. Acquisition of a plot of land
Approval of pre-sales contract, plot no. 187/6248
The corner house at 88, rue de la Gare on Schlewenhaff will soon be demolished to make way for three detached houses. According to Mayor Lou Linster, the parts of the plot that the municipality is buying include a private garden, which is classified as a green zone, and part of the pavement on Rue Schléiwenhaff and Rue de la Gare. This will make it possible to create a cycle path from the town centre to Leudelange railway station, as well as a public green and recreational area. The purchase price to be paid by the municipality is 500 euros/ar.
9. Flood protection facilities
Approval of Convention, plot no. 49/8039
The Board of Mayor and Aldermen submits a further convention to the municipal Councillors concerning the installation of a flood defence system.
The convention is approved without dissenting votes.
10. Application for parcelling
88, Rue de la Gare
In the case of a subdivision of parcels, it must be ensured that the lots can be built on, according to Mayor Linster. According to the available plans, this is the case with the housing project at hand (see agenda item 8).
The application is generally granted.
11. Creation of a post
Creation of a post for a municipal employee in salary group A-1, subgroup technology, engineer
Because a future municipal staff member has not yet passed the civil service exam, a position for a municipal employee is being created. After passing the exam, the person in question will have the opportunity to transfer to the existing post for a municipal civil servant in salary category A1, sub-category technology, engineer. The newly created post will be advertised publicly.
All councillors agree to the creation of the post.
12. Nature Pact/Climate Pact

Councillor Nathalie Entringer explains that the provisions of both pacts stipulate the creation of responsible working teams. However, these already exist in Leudelange with the Nature Pact Committee and the Climate Pact Committee. Setting up the teams is therefore a mere formality; the committees and their members remain the same.
All councillors agree to this.
13. Correspondence, questions to the Board of Mayor and Aldermen
Councillor Nathalie Entringer wants to know whether the "Outdoor Fitness" area will be restored to its original attractive state now that the construction work there has been completed. The Mayor replied that this would certainly happen and that barriers would also be installed to prevent unwanted traffic. The municipal management will also fulfil the councillor's request for more advertising for these fitness installations.
